In Jordan, the confluence of traffic congestion and overcrowding in public hospitals poses a significant challenge for patients to collect their medications timely. This challenge was further intensified during the COVID-19 pandemic. Recognizing this issue, the Ministry of Health (MOH) and Electronic Health Solutions (EHS) intend to establish a Medication Delivery System (MDS), designed to provide patients with home delivery of medications and ensure proper treatment. This paper outlines a comprehensive framework to guide requirements engineers in devising an effective MDS framework, with a focus on expediting the development and testing processes and mitigating the risks associated with constructing such a system.
